useR! will be held from August 8th to 10th at Duke University in Durham, NC, USA.

The R project has its own standard Windows toolchain to maintain binary compatibility between R, CRAN packages, and statically linked libraries. Tomas discusses the advantages and disadvantages of this approach before describing his experience testing R on Windows with alternative toolchains.
