I think there is blackmail involved she is still with him at all. Maybe something about deportation. Sounds like her citizenship is questionable.

I could be wrong, but I think he is holding something over her, blackmailing her to make her stay. Maybe it is deportation, as it sounds like her citizenship here is not under normal circumstances. Just a thought.
