The way we understand what a "video game" is, as a subset of the potential of interactive multimedia software, is extremely arbitrarily limiting and mostly a result of historical accidents and industry streamlining / conservatism.
We can dream far more interesting dreams.
Games that are basically visual novels / walking sims, done well: Boku no Natsu Yasume, Yume Nikki, a bunch of other stuff I'm not experienced enough to list...
When something is legitimately and straightforwardly a "video game" though, it becomes a lot harder to call it "art" imo. That said, Rez.
Games that reject "gaminess" and aspire to something like "interactive software art": Noby Noby Boy, Everything, LSD...
Games that are aware of themselves as games, but make a lasting statement by contemplating/subverting that gaminess: Earthbound, Undertale, Disco Elysium, Soulslikes...

One of the earliest faxed images, made by Shelford Bidwell ca 1890.
The image was scanned with light, line by line. A selenium photocell transmitted the light as electricity, burning marks onto chemically-treated paper; or the image blocked it (no mark). Et voilà, "distant electric vision."
very loose but generally I’ll keep three documents for any project I’m working on:
1. A dump of all my ideas for the project.
2. An ordered, bulleted concrete to-do list.
3. A “journal” to log completed work, moving items over from doc 2 and adding any notes.
Next week, The Wire will publish its 5️⃣0️⃣0️⃣th issue, which feels like something worth celebrating.
