Choosing the right installer is, by far, the most important decision when buying a Heat Pump. Having a competent (or not) installer has much more impact on outcome than product selection.

Current issue seems to be that most PHEV are company cars (due to tax incentives) and their drivers rarely bother to plug-in because they are not paying for the fuel.
In private hands, user behavior is likely to shift because it's the driver that gets cost savings from maximizing electric running.
2028 tax changes will reshape the market:
1) Fleets dump PHEV en-mass due to punitive BiK & mile tax
2) PHEV residual values drop, undercutting sales of new
3) Fleet buys of new PHEV cease, due to sharp deprecation
