I think this is a good idea on net, but note that this punishes lower income homeowners who buy fixer-uppers that require extended vacancies - you can't live in a home while you're remediating asbestos, replacing the plumbing and the wiring, etc

A vacancy tax could help shorten the amount of time on the market and prevent long-term openings.

LA as an example: 50% of vacant homes are either available for rent/sale or recently rented/sold but residents haven't moved in yet.

Most vacant homes are in different places than people looking for housing, and the vast majority are not vacant *long-term*, eg rentals
waiting for a new tenant to move in.

There is an actual housing storage, and you can't end it with a magic wand.
