This meme is incorrect. Several authoritarians have been removed from power relatively peacefully by the people, such as with Poland's Solidarity Movement, the Wende reuniting Germany, Chile kicking out Pinochet, the Philippines tossing Marcos, etc.

In this case, there was Zero justification for it. They could've informed the scooter driver that he'd need to move or he'd be subject to arrest and could have his scooter impounded. Endangering the community was uncalled for (especially with the tear gas being deployed so casually and flippantly).

Indeed. While it is preferable to lethal force (SWAT had a day-long standoff with a teen across the street which only ended once they threw a cannister in), it should only be deployed as a non-lethal last resort.

They were being blocked by one protester on a scooter in an act of civil disobedience. Truth is strength, so let's not misrepresent.

For the record, rightly or wrongly, tear gas is not illegal for domestic law enforcement use.
