-if I ult right before Goku gets to 2 bars of HP, I'd be able to KO him and win, resulting in Jiren's alternative storyline where he wins the Tournament of Power.

I got stuck on the "True Strength" achievement because of the final battle with Goku. When you pass the 4 minute mark in the battle (abilities don't stop the timer) or when Goku's HP drops below 2 bars, it ends the battle and continues the story as Dragon Ball Super tells it. I figured out that-

After roughly 70 hours of gameplay (at least 10-20ish is idling in the lobby) I can proudly say that Dragon Ball: Sparking! Zero is 100% complete c: I do actually play the game which is where the majority of my playtime comes from, but for sure, I can say this was the most difficult 100% I've done.
