I asked Megumi about this, and her best guess is that it's so unclear who would even own the rights to Virtual Lab anymore, that there's no established entity that Nintendo could negotiate with for it -- if they even wanted to include the game on the service in the first place. A shame for sure.

Zero Racers, the F-Zero game for the Virtual Boy that was completed but never released, is coming to NSO later this year. That's huge.
