When they decided in '50's to change from reporting probability of victimhood to gross number (that go up as pop. grows) they changed perception from safety to a "crime problem". It's made up. The chance of victimhood for most crimes hasn't change in 100 yrs. except 4 Black & Hispanic males 15-25.

And gap plans are private insurance too. Without either gap or Adv I wouldn't be able to use medicare b/c I couldn't cover the 20%.

The piece many don't seem to understand is Medicare leaves 20% left unpaid. Before Advantage it was gap plans only. Varying in cost but for anything like the coverage I have on my Advantage, way more a mo. than I can afford. My Adv plan covered $5000 in dental work plus surgery on my foot last year.
