In August 2014, Belyakov was fired from his ministerial post after publicly criticizing the government for extending the freeze on the investment portion of state pensions. He then became head of the SPIEF Foundation.

Epstein believed that Russia could create new currencies pegged to oil or develop ‘smart contracts’ regulated by computers. In addition, Epstein shared his views on the Russian economy with Belyakov.

After one of their meetings in spring 2014, Belyakov wrote to Epstein that very few people “can open new horizons and prospects” the way Epstein could.

Belyakov clearly valued Epstein, since he continued offering his support even after Russia annexed Crimea and became subject to international sanctions.

Belyakov is a graduate of the FSB Academy which prepares Russian intelligence officers…
