No filter used. As you can see the street lights further up Cathedral Road have an orange (normal?) glow. The photo was originally scanned from a transparency, although that should hardly matter. So no definitive answer I'm afraid.

Kennedy Quay, Cork city in September 1985 when warships of the U.S.A. and the Soviet Union docked practically side by side. There wasn’t to be any engagement between the superpowers however. When questioned, Rear Admiral Gromov curtly responded that “There won’t be any contact with the Americans".
