I don't distinctly recall the specifics of the situation that generated this cartoon. But it's clear that at the time, the lottery fund was being tapped for things other than schools, probably due to budget shortfalls.
If state income taxes were raised by the amount the average working-class state resident spends on scratch tickets in a year, they would yell bloody murder. The state licensing of casinos gets my dander up, too.
2005--2009, I was editorial cartoonist for The Recorder, the daily newspaper of Greenfield, MA. This is one of the cartoons I drew in my first year at the Recorder. I've long hated how Massachusetts and other states use a lottery to raise money for necessary services...such as the schools.
One of the few times he didn't lie.
