What's nice about the German system is it isn't fixated on filling vacancies. Coop students there get to do the multiple activities approach you're talking about. It's not recruitment, it's workplace readiness, smart and flexible. We could learn something from it (lowest youth employment globally!)

But it requires commitment from both education & industry - neither of which feels responsibility for this in #Canada where responsibilities are gov funding defined.
