S-econdary continuity was there at the onset of the Holocron, but getting all the Marvel comics material in there was not a priority. For me the focus was new material and anything available electronically that I could get into the Holocron quickly. And yes, access to reprints was also a key factor.
By the time of Bill Slavicsek's 2nd Edition of the book 10 years later, and with all the previous book releases including the West End Games material, it's pretty clear that certain titles were avoided for whatever reason. I suspect accessibility to that material was key factor.
Oooh, I love this question and have asked it myself many times over the past 30 years and have never gotten a clear answer. As far as public releases go, I would say Raymond L. Velasco's Guide to the Star Wars Universe (1984) set the foundation for what Publishing would consider C-anon.

There really hasn’t been a need for a broadly accepted term for this. Even usage of the term Force—sensitive is up for debate. You either have the Force or you don’t.

I keep a spreadsheet where I track the vehicle size discrepancies to “show the work” for the official sizes I have in the Holocron. 3,170.
Oh bless your heart. Production will come up with CG models with sizes then during production a director might say “make the ship 10% bigger” for a specific shot. Often, as is the case here, a model in animation has different stats than the live-action model. Default is to use live-action.
