It was, but it didn't work. Instead, it limits competition and mainly benefits a few large shipping companies. It has raised prices for consumers, especially in Hawaiʻi, Alaska, and Puerto Rico. By shrinking the fleet it was meant to protect, it increased truck traffic and CO₂ emissions.
Dismantling NCAR would undermine US national security, properity and health.
