100%. When they built Northside College Prep, Daley said the quiet part out loud - CPS will cater to white, middle class+ Northside families to keep them in the city, equity be damned. And the district has never seriously tried to change course.
It would help to force the unions to be less racist & sexist.
Portland OR does this - school keeps first $10k & then sends out 66% of additional dollars to a common fund.
I try to find reasons to show this in class every semester. I wish CPS would find inspiration in these kind of large, participatory projects.

Losing the only conservatory model school in the city is bad & the failure at Senn makes strong arts program even more precarious in CPS. Remember how quickly Rahm got coding classes into every HS?
What stands out to me is treating productive capacity as a political variable(!)
Moving from 500 to 1,400 shovelers at $30/hr is a real foray into capacity expansion organized around a clear public standard, instead of letting the “how do we pay for it?” frame set the ceiling in advance.
