You are right, reverse geocoding is handled server side but we are also showing dynamic maps and this is on the client. In both cases I have whitelisted domains and IPs and it works.
I agree Google Maps is a mess and money guzzling, so I would suggest to use services like openstreetmap and here
We are using it for reverse geocoding and you can use a whitelist to only allow some IPs/domains so the bad actor scenario is unlikely.
Unfortunately there is no way to add a limit on Google maps, we are investigating on adding some sort of circuit breaker for dealing outages and multiple requests

For RubyMine I am using the AI tools provided by JetBrains but it's okeish, I tried Windsurf but felt meh, I don't like Zed (don't want to spend my time configuring an IDE from scratch) so in this moment I am between Cursor and RubyMine+Copilot.
