The reason for that is die to CPU time stamping being delayed a frame (Game thread Runs at half Speed). But Render thread is fullspeed. As the video Shows, it is Not placebo for the camera and animation Smoothness. It does Not fix frame-time stutters though, as the video mentions.
If he does this, or indeed whatever tack he undoubtably takes to rig the elections in his favour, Vance and his cronies will be watching and taking notes.
