CQc very slow to use their powers after HSE transferred to them in 2015/6. However prosecutions picking up year on year.. so much more to do..

An AWOL patient who dies is also a huge red flag for potential breach of regulation 12 (safe care and treatment) this is one of those regs under which CQC can prosecute.

Every patient who dies going AWOL should be subject to an SI and the CQC should be notified.. FOI to CQC??
