If you're a governor who wants to preemptively ICE occupation; there's a very simple solution: announce that criminal complaints from ICE alleging assault or m*rder of ICE agents will be the absolute lowest priority for local police. This would, effectively, legalize violence against ICE.
So... ICE is going after... (checks notes)... soccer moms, nurses, and toy store owners. These murderers are cartoonishly evil. Also, if you voted for 0.45; this is EXACTLY what you voted for.

As a potential Congressman; where do you stand on justice reform, in general (why does the Supreme Court get to take bribes when my local family court judge can't?), and, more specifically, how will you reform our current, dangerous and corrupt system of policing?
I don't want to hear any impeachment or investigation bullshit. Simply announce that absolutely no local police resources will be expended investigating unalivements of any federal official. Let the FBI and DHS protect itself from us.
