In this case, you might have a burr somewhere along your thread path. A clean break indicates an impediment to the flow of thread, while a frayed end tells you that the thread is catching/rubbing against something on the path. Check the path for rough spots, including the needle plate.
If that doesn't fix it, please report back and I'll give you some things to check.
I'd use an 18 sharp. If your thread is pitching a fit for no good reason, try going up one size. Sometimes punching a slightly bigger hole is just what's needed.
