I would say this, but I honestly think meeting some real people with a problem and then actually fixing that problem does this better than anything. I don't think that happens nearly as much as we like to imagine.

I think there is another version of this though which goes something like, "we want our users have to do this [very specific thing] to meet our organisational goal/policy intent" and then user research uncovers how and why that specific thing doesn't meet the goal at all.
