I just think of it like driving a car. If you’re in two lanes side by side and you come up on a bus that’s stopped, you don’t just swerve into the other lane without looking. You signal and merge into the other lane, and if need be you stop.

If the bike lane is obstructed I signal a lane change and merge with cars to get around it. It’s not the same as a car close passing you while you are riding in the car lane. Painted lanes don’t protect but they are better than nothing because they give you a dedicated lane out of conflict with cars
