I don't travel much but is it normal for there to be 2 restaurants doing the same food almost side by side and one is packed with a long line and the other is empty

Took me all week but I managed to get on the wrong train

This final hotel I'm in feels like its in the dirty part of tokyo comparatively but its still nice. I mean the hotel is worst of the 3 for sure but its got all I need. First was definitely the best it felt like a real hotel
