Probably not, for the sake of Lilith and everything they created, including Charlie.
At the same time we have to remember, that he is a divine being, not a human. So as much fragile he can be viewed, his mindset might work differently from what one would expect.

No, not really. Although some people headcanon this way, I personally think he either used angelic steel, or own fire to make sure it wouldn't regrow. I love the potential of permanent mutilation and how little stub healed years later into an ugly scar.
