To answer your question as to who calls it that:
Developers do. And then they argue with design team who calls it out for about 8 hours, then PM walks in and sides with developers because upsetting them off is more costly than upsetting designers. Because they β€œpaint” things.

They do, but it’s not too dear and it’s a one-off payment rather than a sub. For what you get in terms of speed and ease of mass updates - worth it. Saves you more time than what it costs.
