Oh yeah, a lot of places do that. Tim Horton's for instance, it's all whipped topping and not actual whip cream. Sometimes local cafés do it too. It's supposedly cheap costs.

Aside from Vimes/ City Watch, this may be my favourite of the entire series. It was the first one I read back in...I wanna say grade 7? Haven't really read it since, but I remember it quite well.
