This feels significant

I think really you vote for most roles with the lens of:
-do i trust this person’s judgment.
-Do they have soft skills, and ability to build coalitions?
-do i love the policies they’re offering?

Well you either have experience as the mayor of Poughkeepsie, which makes you not NYC enough, or you have experience doing a different elected role (typically) which means you just have a different level of managerial experience.
