Whether S31 counts as a Starfleet organisation has been inconsistent. While it is treated and called a Starfleet agency in say Discovery in DS9 (when the attempted genocide happened) it is some kind of black ops operation with Sloane not having a rank of any kind.
IiRC they didn’t release Prey in theatres because it was developed when Fox was still independent and thus would have in the US gone to HBOMax for streaming.
Interesting: “Predator: Badlands” (2025) is performing much better than “Alien: Romulus” (2024) on Hulu. And, more importantly, it's not far behind “Prey,” which wasn't released in theaters in 2022.
