Chadwick led, Gulson followed; but by 1838, both were fighting a
losing battle against hostile interests. Although Chadwick nominally held
office as Secretary to the Commissioners until 1847, the days of his power
and prestige in this sphere were over, and this proposal, like so many
others which he initiated in those nine years, failed to gain influential
support. The Visiting Justices and the Metropolitan Commissioners in
Lunacy continued their work unhampered by the claims of Somerset
House.
