I totally agree, and I had this issue as well. For those children that couldn't afford smart phones, we had Chromebooks so that every child could use a device if one was required for the lesson. Parents also had the option of buying a Chromebook for a monthly cost of £8.

A better idea would be to incorporate the phones into the lessons such as interactive quizzes or research. If you can see it above the desk, they aren't using it under the desk. My background: 25 years working in IT in schools
