That means benefits like fewer asthma attacks, fewer hospital visits, and fewer premature deaths will be treated as worth $0.
By making these numbers zero, regulatory decisions will focus almost entirely on the cost to industry, and not people's health.
For decades, public health benefits have played an important role when weighing the costs and benefits of setting regulations for ozone and fine particle pollution (PM2.5).
But that's no longer the case. The EPA has decided not to count the economic value of lives saved when setting these rules.
