The best solution seems to be requiring warning systems in motor vehicles to prevent opening the door if anyone is in the door zone.

Because of that, unless there is evidence that the bike rider was breaking the law, which he was not in this case, the driver is always at fault for dooring.

We need to teach bike riders the dangers of it, particularly recent immigrants who may have learned to ride that way at home. And demand better infrastructure and car tech.
