The core of the community is other editors (should appoint many), the editorial board (should be large), and people who publish in the journal (make them register and commit - upon submission).
Trouble finding reviewers is mainly because journal editors do it the wrong way. 1) Have a big editorial board, and make sure all members do reviews. 2) Anyone who submits to the journal and especially who is published there, should do reviews. 3) Screen articles before sending for review. Etc, etc.
