Jimmy Carter's Alternate Energy Tax Credits inspired me to start a company installing solar thermal systems. Business boomed until Reagan was elected. The credits were not renewed, and the industry collapsed. Any business dependent on tax credits should have a plan for a market without them.
I find it odd that a fusion power plant is to be built when a sustained, power generationg, fusion reaction itself has not been achieved in any of the prototype reactors yet.

Look at the RAM allocation. Reliability Availability Maintainability. It's used by power companies to compare different plants.
