Smallpox vaccinations in the Russian Empire, 1810-1848, per the Journal of Ministry of Internal Affairs, 1851. It's not clear why there's fluctuation from year to year, but the overall trend is obviously tremendously up in a way that shows how quickly it was understood as a godsend.

Any academic at an institution that has brought in consultants knows exactly what the Department of Government Efficiency is about to do, and how much money they will absorb while doing it.
