For anyone interested in reading it for themselves, here are the links in the post below. It is complicated cause Congress. The main text which passed the Senate is S. Amdt 4308 which was substituted in. The House passed the main text on HR 6644. Both versions need to be reconciled.

They are terrified 42 Senate Republicans voted with 46 Senate Dems + Sanders to pass it. They are scared this provision came from an amendment from Tim Scott of all people. It passed the Senate. I hope it passes the house as is.
The institutional owners are terrified and are activating every centrist and right-winger they can to oppose it, lying about decreased incentive to build being the reason. The real reason they are scared is the forced sell of current cash cow (in 7 years lol) in rental stock of single family homes.
And the institutional investors can't easily just sit on their hands and eat the penalties. It is a minimum penalty of $1M or 3 times the purchase price, whichever greater, per EACH unit in violation.
It doesn't take a rocket scientist to figure out your construction costs are not going to exceed 7 years worth of rent and whatever you sell the house for. The companies will still make profit. It increases supply in housing market of houses being sold not rented despite what every opponent says.
The claim from them is no company will want to build if they are forced to sell, and every single abundance lib account acts as if a company can't make a profit both renting the unit for 7 years and then selling the asset.
The abundance people allying with the worst right-wingers to try to strip out this provision in the housing bill is annoying. The provision forces the sale of single-family homes being used as rentals after a 7 year holding period if the owners have more than 350 units.
