You can also see that the few speed cameras they do have in NW are some of the biggest earners. So people are obviously doing a ton of speeding there. Yet there's the same number of cameras on the three-block stretch of Riggs Rd near the Wal-Mart as there are in the entire city west of Foxhall Rd
There aren't very many of those and they've evenly distributed.

I agree completely. In fact I wish they'd take some of the cameras in high-traffic places that don't have a lot of pedestrians (but have rapidly changing speed limits), and put them in residential areas instead

Pretty good! I definitely support the program, but there's no question that aspects of it are regressive/designed to raise funds rather than promote safety. eg cameras right after large speed limit drops in Kenilworth and North and East Capitol Sts
That said, it is foisted largely on the poorer areas where politicians are less likely to face blowback from angry Karens, so it can function as a regressive tax. Ask anyone who lives in DC if this looks proportional to residents/businesses/traffic in the city:

I dunno about that. Where do you live? There are very few speed or stop cameras in NW, presumably because they know the white people will complain incessantly about them. But they are EVERYWHERE in NE, including in places with rapid speed limit changes that are obvious revenue-generating traps
I live in DC and I get tickets semi-regularly, It can be frustrating (I've never seen anything like it anywhere else) but I do appreciate the reminders to slow down.
It's basically a child/pedestrian/cyclist safety tax, which anyone who regularly drives a car around a big city should pay
