His whole body is worn in black and he looks to have been transformed into half robot half human, with tubes and wires and mechanics attached to his body and head, including half his face being covered in tech and wires, phantom of the opera style. Picard's whole arm is also now a long metally tool with sharp smaller tools sticking out of the end, and he's holding it to Worf threateningly.
