Unreal is an engine which has really good tools, which makes it easy to put things together. However it has the worst documentation of any major engine on the market.

This is oversimplified, but I don't have the time to go more in depth on why I think they did this right now

Probably has to do with pathfinding: individual soldiers don't have any complex pathfinding, they simply move in a straight line towards a point in their formation. If there wasn't a large buffer space, soldiers could fall off the cliff as they move. I'd need to double check the games to be sure tho
