The Every Child NC coalition is deeply disappointed by Governor Steinβs Recommended Budget for the 2025-2027 biennium. It failed to meet the mark by not including full funding for Years 6 and 7 of the Leandro Comprehensive Remedial Plan (the Leandro Plan). While courts have stopped the transfer of overdue Leandro Plan funding for our students, they have not absolved the Legislative and Executive branches of their responsibility to implement the Leandro Plan. As the Court of Appeals wrote in 2021: βOur issuance of this writ of prohibition does not impact the trial court's finding that (Leandro Plan) funds are necessary, and that portion of the judgment remainsβ¦the State must honor that judgment. But it is now up to the legislative and executive branches, in the discharge of their constitutional duties, to do so.β
Today, Governor Stein failed in that constitutional duty. Steinβs proposal does address some of the areas of concern for North Carolinaβs public education system, such as ending the handouts to the wealthy under the guise of school choice, increasing teacher pay, expanding free breakfast to all students, and hiring more nurses, counselors and social workers. However, 1.5 million students will continue to have their basic constitutional rights violated even if Governor Steinβs budget were to become law. Since the Leandro Plan was introduced four years ago, weβve moved backwards. Opportunity gaps have grown. Unregulated voucher schemes have increased budget pressures and worsened school segregation. Without bold leadership from state lawmakers, weβll keep moving further away from the promise of a sound basic education for all students
We call on Governor Stein to work with us and fully commit to our public schools by adhering to the court orders that require him to work to implement the Leandro Plan. We also urge the governor to publicly support House Bill 420, Sound Basic Education for Every Child, that would implement years 6 and 7 of the Plan. Itβs what the state constitution calls for and what our students deserve.

Oh, I completely agree. It's a, "look, I tried," campaign tactic from Wake Co. Reps. I was just surprised to see the Gov's come in under it. It seems like he's genuinely trying to find compromise, but I just don't see the NCGA buying it. They know they can do what they want and he can't stop it.

The reality is, the Senate proposal will be even worse, and the budget will likely be closer to it than anything else.
