Actions have consequences, and for far too long Republicans and red states have gotten away with it, relying on the compassion of blue states to help them over their self caused crises, but never contributing to the public good themselves.

It is a Republican plan and they need Dem votes to pass, at minimum refuse to vote for it without getting explicit concessions & changes that matter to Dem voters.
