Japanese fandom believe Yuri is just one of bigger genre of Touhou fanworks.
They might be romantic or just being a good friend.

And in Japanese fandom here, There's statement that is "You're not touhou fan until you play the original games".
Lot of young new fans misinterpret that and get mad because usually they don't even have PC to play touhou.
