Thank you, Jimmy, and Rest In Peace. I couldn't find any guidelines addressing permanently affixed flags, but a black bow or ribbon is suggested for flags that cannot otherwise be lowered to half-staff.

I helped rediscover the remnants of Providence's cablecar system, and made sure that at least some of those bits didn't get scrapped.....countered with the dozens of pictures I took and saved on a hard drive that toasted itself with no backup.
