Data centers are for storage. They're relatively location insensitive. If this is a last-mile OLT for one single network, then yeah it could be tiny. But if it's a carrier hotel, then it's relatively location sensitive and the incentive there is to keep building it up to connect many networks.

I'm pretty confident it's still supporting telephone service and other networking services. It's just fiber or cable, not copper. It's valuable real estate for a CenturyLink because someone needs to own the node where, eg, Google and Uber connect.
