• Beyond flexibility – childcare access, leave for non-legal caregivers, targeted support for single-earner households
• Supporting all families – include stepparents, LGBTQ+ co-parents, single parents, informal carers
• Culture shift – value outcomes over presence, end stigma, prevent overwork

This briefing calls for:
• Flexible work by design – embed flexibility into jobs, even where remote work is limited
• From Fixed Flex to genuine flexibility – short-term, tailored adaptations, not just minor schedule tweaks

The Employment Rights Bill, expected to become law later this year, is a step forward for working families. But legal rights alone won’t ensure equitable access to flexibility. Both policy and workplace culture must change.
