In truth a President has always pretty much had immunity for "official acts" because - while he was always the man who made the final decision on things, & the buck stopped with him - no decision was made in isolation.

For USA to regain trust: change needs to be significant enough that when a President signs an agreement or implements something, it cannot immediately be undone by the next President, or anytime soon.
