Voting rights are laid out in the 12th, 15th, 19th, 24th and 28th Amendments to the Constitution.
The 22nd Amendment states that no one can serve no more than 2 terms as President - total.
Just a note to remind myself -
Article 1 section 4 of the Constitution states elections are the job of the States and how they do it can only be modified by Congress.
