In conclusion, Buddy Stories does not imply Quanxi has predatory behaviour, it shows Kishibe's overthinking mindset due to the lives they lead. Is Quanxi a bad person? Yes. But a rapist or a pedophile? Nope. And she CLEARLY loves her girls.
The point of the story is showcasing Kishibe and Quanxi's lack of communication and the uncertainty of their mindsets. Despite their bickering, they know each other deeper than they'd think, but not deep enough to truly understand the other.
Kishibe's unreliable thoughts are questioned in the the mannequin fight. Against Mannequin, he assumed the very worst when that wasn't actually happened. And he never even noticed Minami's crush cause his own overbearing desire for Quanxi
Kishibe's assumption was that Quanxi would act on her desires not because Quanxi was a predator or had a history of heinous behavior, but because similar to him working at PS had dulled their sense of common sense. He even admits there might not be a problem and he's overthinking
His mindset isn't COMPLETELY incorrect, it has kept him alive this long. But the story contests how accurate it can be. The infamous shower scene is an example of this, while Kishibe isn't bad for assuming something bad could happen, hes assuming based on purely the uncertainty.
This sets the dilemma of the story. Quanxi coming to terms with her sexuality and Kishibe constantly making assumptions based on his anxious mindset. His anxiety is blatantly compared to overthinking and a result of drowning his brain in booze.
People use the "Orders from the top" line to imply she has predatory behaviour, but the next line clearly explains the reasoning for watching her is her strenuous training methods. Kishibe however, notices her softness towards Minami and takes note
This premise is why Kishibe loves Quanxi and why their relationship is a sense of comfort. Quanxi doesn't die, she doesn't change, their bond doesn't even deepen that much. He doesn't have to worry about her future because she'll always be the same.
The main premise of Nine Years Savior is the idea of the uncertainty of the future and people, because of the complex and dangerous lives Kishibe / Quanxi live, he has come to the conclusion the worst is usually most correct.

Tsugihagi doesn't speak. Take a guess why. If Fujimoto in an interview reveals the fiends were actually young af then I'll hold that L, but I really don't think we have enough information to assume that, especially considering how they're drawn on the Chap 59 cover.
Long doesn't speak regularly except for 3 instances (ignoring grunts), once to say "Blood" and another to yell "Quanxi!". Theres two ways to interpret this.
1: She has a very minimal vocabulary
2: She's a sub (peep the handcuffs) and its part of their freakiness.
Pingtsi is incredibly smart and vocal, Cosmos only says Halloween regularly however she is clearly more competent than anyone else. She even explicitly refers to Pingtsi and Long as her companions. They're not a harem or sex slaves, they're equals.
Dialogue: Many imply the girls cannot consent because they don't possess human education or can't speak right. I think this is trying to apply human morals to non human characters. Devils don't need run the same race as humans.
On top of that, Pingtsi and Cosmos are fully verbal-
However, the ethics of Fiend ages are something I can almost guarantee Fujimoto has not considered for a moment nor do I think he cares. What would you consider their age? The age of the devil, the time since they became a fiend, the dead bodies age?
Devil age is actually a topic I find very interesting, they *do* age but not the same as humans. The Typhoon in Asa's flashback is much older than Reze Arc, and Nayuta starts as an obvious baby but looks/acts closer to 7- 10 than like the 2 she should be at this point.
The argument usually is based on the girls height and dialogue.
Height: Short people exist! Kobeni is (funnily enough, one of our only canon ages) 20 years old. Angel is also treated as an adult while being very short. Whip is 81 years old but looks WAY younger than she is.

This argument comes from the claim that Pingtsi, Long, Cosmos, and Tsugihagi are children. I do not agree with this claim. Are the fiends younger than Quanxi? Yes, of course. Quanxi is probably one of the oldest characters we know. But children?
