If they are not actually on the federal payroll, but are contractors, then they are not protected in the same way, and the determination comes via due process after they are arrested and show documentation or not. I'm convinced some some of them are just free ranging freelancers acting illegally.
Target rarely owns the entire shopping centre and parking lot, if they own any of them at all. that's real estate corporations and investment banks. Demanding Target demand better of their landlord isn't a completely useless idea. But it's not a very useful or well researched idea either.
